- Annie Leonhart
- The protagonist of this story. She works in the Allied Nations Refugee Committee in Cotta.
- Connie Springer
- Everybody’s favorite sidekick and comic relief. He works in the Allied Nations Food Program Committee in Cotta.
- Armin Arlert
- The lover. He’s on the continent, currently traveling for diplomatic missions south of Cotta.
- Onyankopon
- Loyal, wise friend of Armin’s. He’s accompanying Armin in the diplomatic missions.
- Sara Grunbeck
- Eldian nurse, 30. She worked as a head nurse at the Eldian Hospital and now she is a colleague of Annie’s in the Refugee Committee. She has 3 younger sisters.
- Renato Balsamo
- Marleyan in his late 20s, youngest child of a Cotta family of minor nobility. He’s a lecturer in Philology at the local university. He’s very tall.
- Severino Pasquier and Giacomo Lepri
- The two Mayors of Cotta. Their power and power dynamics are unknown, but they’d rather stay still anyway.
- Ida Margani, née Ferrero
- The wife of an industrialist in Cotta. Her brother is married to Mayor Pasquier’s cousin Natalia, but they had a fight because of a match in the palm game.
- Emilia Corsi della Vetera
- An old white-haired lady from the Corsi della Vetera family, major landowners of Cotta with a descending parable in fortune over the years. She claims she’s Annie’s grandmother.
- Gianni
- An actor with bleached hair and too many ideas.
- Mrs. Zenaida
- The landlady of the house the Alliance is staying in while in Cotta. A messenger.
- Cantelli
- A deserter soldier now working at the downtown shelter.
